City ratings are editorial estimates on a five-level scale. Writers consider hazard history, geography, infrastructure context, and publicly available guidance. Ratings are comparative summaries, not forecasts or guarantees.

Each category includes a rationale. Conditions can differ substantially within a metro area and change over time.
